What Each City Says
Scottsdale lists a service upgrade or change out (400 AMP max.) under work that requires a minimum permit. The same list also names relocating a panel box, raising an electrical mast and replacing the main breaker.[1] You can start an application through the Scottsdale permitting portal.
Tucson puts the responsibility on the owner. Its FAQ says the homeowner or property owner provides plans and obtains a permit for electrical reconnections, service increases, and panel replacement or repair.[2] Tucson's self-service portal is the application route on file.
Lake Havasu City lists electrical panel change-outs among the home repairs and improvements that require permits.[3]
The wording differs from city to city, so don't carry a rule from one place to another.
Cities Where You Should Check With the City
Check with the city, using the page listed:
For Gilbert, Tempe, Surprise, Avondale and Buckeye, contact the city's building department directly. The city permit pages cover the jobs we hold for each city.
Flagstaff's general rule is that a permit is required before work begins to install, enlarge, alter, repair, remove, convert, or replace an electrical system regulated by the city's adopted codes.[4] Its over-the-counter permit sheet adds that service entrances or subpanels greater than 400 amps go through a residential or commercial building permit.
That route needs a site plan, an electrical plan with a one-line or three-line diagram, a load calculation, and panel schedules.[5] Confirm your specific job on the Flagstaff page.

Camp Verde identifies residential electrical service upgrades as minor electrical projects eligible for its permitting process.[6]
Replacing a Panel Versus Swapping a Breaker
Ask the city which category your job falls into before you schedule anything. A panel change-out, a service upgrade and a main breaker replacement all appear in the wording above.
Decide
Which category is your job?
What work is being done?
If Panel change-out
then: Listed by Lake Havasu City as needing a permit
If Service upgrade (400 AMP max.)
then: Listed by Scottsdale as needing a permit
If Main breaker replacement
then: Listed by Scottsdale; ask the city to confirm
Do not assume a quote that says "panel" covers the permit.
Who Pulls the Permit
Tucson's wording assigns the permit to the homeowner or property owner.[2] If you hire an electrician, ask whether the contractor will obtain it and have that in the contract.
Pro tip
Put in writing who pulls the permit and who pays for it before the electrician schedules the job.
Check the contractor's license on the Arizona Registrar of Contractors look-up before work starts. Our guide to checking a contractor license walks through it, and the license class guide explains what each class covers. For the full picture of electrical work, see Electrical Work in Arizona.

Fees and the Utility Step
Check the city's fee schedule for the fee.
The city permit and the utility are separate steps. Ask the city and your electric utility how disconnect and reconnect are handled for your address.
