Solar permits: what one city has said so far
Mesa is the one city whose solar answer is confirmed on this page. Its residential FAQ says: "Yes, solar power systems under 10,000 square feet that are certified by a recognized agency and installed by a licensed Arizona contractor no not need a construction permit. However, new electric meters or circuits will require a permit."[15]

In Mesa, the answer depends. A certified system under 10,000 square feet installed by a licensed Arizona contractor needs no construction permit, but a new meter or new circuit does.
Decide
Does a Mesa solar job need a construction permit?
Is it a certified system under 10,000 square feet, installed by a licensed Arizona contractor?
If Yes, and no new meter or circuit
then: No construction permit needed
If Yes, but it adds a new meter or circuit
then: A permit is required
Check the city's fee schedule for the fee.[15]
Every other city is a "check with the city" answer. Coconino County's solar permit materials, for example, call for a site plan, a one-line electrical diagram and a roof plan. The county also says roof framing requires structural review.[17]

Which license classes cover solar work
Arizona's Administrative Code names six Registrar of Contractors (ROC) classes with "solar" in the title. Each is a plumbing, air conditioning or pool license that includes solar within its own scope.[13][14]
| Class | Name | Scope in the code's words |
|---|---|---|
| R-39 | Air Conditioning and Refrigeration, Including Solar | Comfort air conditioning, "with or without solar equipment"; excludes a new service panel or sub-panel[13] |
| CR-79 | Air Conditioning and Refrigeration Including Solar (dual) | The scopes of the commercial C-79 and residential R-39 licenses[14] |
| R-37 | Plumbing, Including Solar | Water and gas piping, fixtures, vents and devices, "as well as solar applications"[13] |
| CR-77 | Plumbing Including Solar (dual) | The scopes of the commercial C-77 and residential R-37 licenses[14] |
| B-6 | General Swimming Pool Contractor, Including Solar | The B-5 scope plus "installation and repair of solar heating devices"[13] |
| KA-6 | Dual Swimming Pool Contractor, Including Solar | The scopes of the commercial A-19 and residential B-6 licenses[14] |
Read the scope column closely.
The R-39 text excludes installing a new service panel, which is a boundary worth raising with any installer. The full list of classes is on the contractor license classes page.
Extreme heat and solar panels
Heat varies sharply across the state. These are NOAA 1991-2020 normals at one station per county, so they describe that station, not the whole county.
| County (station) | July high | Days at or above 100 F |
|---|---|---|
| La Paz (Parker) | 108.4 F[3] | 126.3[4] |
| Yuma (Yuma Mcas) | 106.7 F[11] | 118.2[12] |
| Pinal (Casa Grande Nm) | 106.6 F[9] | 115.6[10] |
| Maricopa (Phoenix Sky Harbor) | 106.5 F[5] | 111.3[6] |
| Pima (Tucson International) | 100.2 F[7] | 67.9[8] |
| Coconino (Flagstaff Pulliam) | 82.0 F[1] | 0.0[2] |
The station for Maricopa County averages 111.3 days a year at or above 100 F, while the one for Coconino County averages none. The other nine counties are on the county heat data page.
111.3
days a year at or above 100 F at the Maricopa County station
No numbered source on this page states how heat changes panel output or lifespan, so no such figure appears here.
For that question, read how Arizona heat affects solar output.
How to check a solar installer's license
The ROC runs its own contractor search at azroc.my.site.com/AZRoc/s/contractor-search.[16]
Use it before you sign anything.
- Get the installer's business name and license number from the written proposal.
- Run the search at the link above.
- Compare the license class with the work proposed, using the table in the license section.
- Ask the installer who pulls the permit, or whether the city's rule means none is needed.
For a longer walkthrough, see how to check a contractor license.
Ask the installer to put the license number on the contract so you can match it to the search.
Quick answers
Does a solar system in Mesa need a construction permit?
Not if it is certified, under 10,000 square feet and installed by a licensed Arizona contractor. A new meter or new circuit does need a permit.
Where can I check an installer's license?
Use the ROC contractor search, then compare the license class with the work proposed.
