Pool barrier rules differ from one city to the next
Arizona law requires an enclosure for a pool or other contained water body at least 18 inches deep and wider than 8 feet, and the enclosure must be at least 5 feet high.[22] Cities then add their own wording on top. The full table is on the pool barrier requirements page.

Four cities are confirmed (checked October 2026), each in its own words:
- Phoenix: the fence must be five feet high measured from the exterior side, and gates must be self-closing and self-latching. The latch must be 54 inches minimum above ground. If a house wall is part of the barrier, all doors must be self-closing, self-latching and swing outward from the pool area.[15]
- Mesa: barrier height is 60 inches minimum. Pedestrian gates self-close, self-latch and open outward, with the latch release 54 inches minimum above grade. Where a dwelling wall is part of the barrier, Mesa lists options such as a key-operated powered safety cover or self-closing, self-latching doors.[18]
- Maricopa: walls and fences must be at least 5 feet high measured from the exterior side. Sliding doors in the barrier must be self-closing and self-latching, or have a UL 2017 alarm.[19]
- Lake Havasu City: a permanent fence at least 5 feet high, with gates that are self-closing, self-latching and open outward. Where a residence forms part of the enclosure, a barrier at least 4 feet high is required.[20]
For Chandler, Gilbert, Scottsdale, Glendale, Tempe, Peoria, Surprise, Goodyear, Avondale, Buckeye, Queen Creek, San Tan Valley, Tucson, Flagstaff, Yuma and Prescott, check with the city's building department.
Barrier permits
A barrier permit is a separate question from the remodel permit.
Phoenix states that a new permit is required to enlarge, alter, repair, remove, convert or replace an existing approved pool barrier.[15] Glendale amends its code so the exempt-fence item excludes swimming pool barriers.[16] Prescott does the same.[17]
Camp Verde adds that a permit is still required for any required barrier, even when a small prefabricated above-ground pool is exempt.[23]
What the data can say about pool remodel permits
No city's answer on pool remodel permits is confirmed yet. For a resurfacing, deck, equipment or plumbing change, check with the city before work starts.
Start with the permit rules by city and job for the full list. For Gilbert, Tempe, Surprise, Avondale and Buckeye, call the building department directly.
The Arizona permit rules by city page covers other jobs.
Ask whether the remodel touches the barrier. If it does, the barrier answers above may apply.
Decide
Does the remodel need barrier review?
Does the remodel touch the pool barrier?
If Yes
then: The barrier answers above may apply
If No
then: Check with the city before work starts
Which license classes cover pool work
The Registrar of Contractors (ROC) licenses pool contractors, and the Arizona Administrative Code defines each class. These are the pool classes:
| Class | What the code says it covers |
|---|---|
| B-5, General Swimming Pool Contractor | Construct and repair swimming pools and spas, install code-required pool barriers and utilities from the point of service to the pool equipment. Other structures are excluded.[13] |
| B-6, Including Solar | The same scope as B-5, plus installation and repair of solar heating devices.[13] |
| B-10, Pre-Manufactured Spas and Hot Tubs | Construct and repair spas and hot tubs, with the code-required barrier and utilities to the spa equipment included.[13] |
| R-6, Swimming Pool Service and Repair | Service and minor repair of residential pools and accessories, excluding potable water plumbing connections, gas lines, gas chlorine systems and electrical work beyond the first disconnect.[13] |
| CR-6, Service and Repair (dual) | The scopes of the commercial C-6 and residential R-6 licenses.[14] |
| KA-5, Dual Swimming Pool Contractor | The scopes of the commercial A-9 and residential B-5 licenses.[14] |
| KA-6, Dual, Including Solar | The scopes of the commercial A-19 and residential B-6 licenses.[14] |
Match the class to the job.
A service license under R-6 does not reach the excluded plumbing, gas or electrical work.
Look up any contractor on the ROC contractor search.[21] The license check guide and the license class overview explain more.

Summer heat changes how an Arizona pool is run
Heat varies widely by county. These are NOAA 1991-2020 normals at one station for each county. The heat data page lists all fifteen.
| County (station) | July high | Days at or above 100 F |
|---|---|---|
| Maricopa (Phoenix Sky Harbor) | 106.5 F[5] | 111.3[6] |
| Pima (Tucson International Airport) | 100.2 F[7] | 67.9[8] |
| Pinal (Casa Grande Nm) | 106.6 F[9] | 115.6[10] |
| Yuma (Yuma Mcas) | 106.7 F[11] | 118.2[12] |
| La Paz (Parker) | 108.4 F[3] | 126.3[4] |
| Coconino (Flagstaff Pulliam Airport) | 82.0 F[1] | 0.0[2] |
The station used for Maricopa County averages 2.41 inches of rain across July through September.[5] After a storm, see cleaning a pool after a dust storm or monsoon.
