Scottsdale Permit Answers by Job
Scottsdale issues its own permits. Arizona has no statewide permit system, so the City of Scottsdale, not Maricopa County, is the office to ask.

The rows below were read from the city's pages on October 21, 2026. The city can change its rules at any time.

The Three Confirmed Jobs
AC replacement
The city's permit list describes the Mechanical Permit as "Required to install, alter, reconstruct or repair any furnace, refrigeration or other air conditioning equipment or system, except portable or window units."[1] A full system swap falls inside that wording.
The self-service application is on the city's permit portal.
At the Phoenix Sky Harbor station for Maricopa County, the July normal high is 106.5 F. A normal year brings 111.3 days at or above 100 F.[3][4]

at or above 100 F in a normal year at Phoenix Sky Harbor
A failed unit in July is urgent. Ask your installer about the permit before the work is scheduled.
Our AC replacement permit page and the HVAC guide cover the statewide picture. If you need a pro, see 602hvac.com for Scottsdale.
Water heater replacement
The city lists "Water heater (gas or electric) replacement" under its Minimum Plumbing Permit, with repair or replacement of existing fixtures in the same location.[2] That category is listed as needing no plan review.
Details are on the Scottsdale home improvement page.
More on the job is on the water heater permit page, and 602plumbingpros.com covers Scottsdale plumbers.
Electrical panel upgrade
The city's list of work requiring a Minimum Permit includes relocating a panel box, raising an electrical mast, and a "Service upgrade or change out (400 AMP max.)."[2] Replacing the main breaker appears on the same list.
See the electrical panel permit page for comparison, or 602electric.com for Scottsdale electricians.
Jobs That Need a Call to the City
Pool work, garage doors, roofing, solar, EV chargers, patio covers and block walls are all common in Scottsdale. None has a confirmed answer in our rows.
Check with the city before you sign a contract or order materials.
Decide
Is your job confirmed?
Is your job an AC replacement, water heater replacement or electrical panel upgrade?
If Yes
then: Permit required; ask your installer about it before scheduling
If No
then: Check with the city before you sign or order materials
Our pages on re-roofing, solar, patio covers and block walls show how other Arizona cities answer. Never carry another city's rule over to Scottsdale.
Ask the city about the first inspection deadline when you get a permit, too. Homeowners who have been through larger projects describe long waits between correction rounds.
So ask early, and keep the application package complete and consistent.
How Scottsdale Reviews and Inspects Work
The city reviews plans across five disciplines (Planning, Building, Engineering, Stormwater and Fire). It issues the permit once plans comply with city codes and the required fees are paid.[5]
Permitted work is then inspected. It must stay exposed and accessible until the inspector approves it.[6]
Pro tip
Keep permitted work exposed and accessible until the inspector approves it, and request inspections at least one day ahead.
The planning and permitting portal lets you start, manage and view projects. It also gives access to building permit reports issued since 2022.[8]
For single-family construction, plans go in electronically through the SPUR portal. Inspection requests must be made at least one day ahead.[7]
Small jobs and large remodels move at very different speeds. Ask the city what to expect for yours.
Hiring for Permitted Work
Licensed contractors normally pull the permit for work like an AC swap or panel change. Before you hire, run the contractor through the Registrar of Contractors license look-up.
Our guide on how to check an Arizona contractor license walks through it, and the license classes page explains what each class covers.
Skipping the license check carries its own risks, covered in hiring an unlicensed contractor in Arizona.
Where to Confirm and Apply
