Arizona heat sets the workload for every cooling system
The heat is not the same everywhere. The numbers below are NOAA 1991-2020 normals at one station for each county, not a county average.
The station for La Paz County (Parker) has a July normal high of 108.4 F and 126.3 days a year at or above 100 F.[5][6] That is the hottest row.

Yuma County's station records 106.7 F and 118.2 days,[13][14] and Pinal County's records 106.6 F and 115.6 days.[11][12] At the Phoenix Sky Harbor station for Maricopa County, the July high is 106.5 F with 111.3 days.[7][8]
The coolest row is Coconino County. The station in Flagstaff has a July high of 82.0 F and 0.0 days at or above 100 F.[3][4]
Cochise County's Bisbee station is close behind at 87.4 F and 0.3 days.[1][2] Tucson sits in between: 100.2 F and 67.9 days at the Pima County station.[9][10] The full table for all 15 counties is on the county heat and monsoon data page.
| County station | July normal high | Days at or above 100 F |
|---|---|---|
| La Paz (Parker) | 108.4 F | 126.3 |
| Yuma | 106.7 F | 118.2 |
| Pinal | 106.6 F | 115.6 |
| Maricopa (Phoenix Sky Harbor) | 106.5 F | 111.3 |
| Pima (Tucson) | 100.2 F | 67.9 |
| Cochise (Bisbee) | 87.4 F | 0.3 |
| Coconino (Flagstaff) | 82.0 F | 0.0 |
Phoenix-metro cooling systems face a very different season than those in the high country.
Evaporative (swamp) coolers are a separate system type. The permit and license points below concern refrigerated air conditioning unless a city's wording says otherwise.
When an AC replacement needs a permit, city by city
The answer depends on the city or county. Check with the local building department before starting, since permit rules can vary from one city to the next.
Nine places are confirmed below, each in its own words and checked October 2026. Fees are not published on the pages read, so check the city's fee schedule.
- Phoenix: no permit for "Air conditioner repairs or replacements that don't increase size and capacity or change location."[17]
- Mesa: "You don't need a permit if your new air conditioning unit uses the same or less electricity as the old one. If you're changing the electrical connections, you will need a construction permit."[18]
- Scottsdale: a mechanical permit is "Required to install, alter, reconstruct or repair any furnace, refrigeration or other air conditioning equipment or system, except portable or window units."[19]
- Glendale: "You do not need a permit if it is installed by a licensed contractor. (Residential Only.)" The page does not say what applies when the owner does the work.[20]
- Goodyear: "No permit required for residential Heating, Ventilation and Air Conditioning units with like for like replacements installed by Contractor."[21]
- San Tan Valley (Pinal County): a like-for-like replacement in the same location "may be permit exempt."[22]
- Tucson: "Installing or replacing a central heating or cooling system (not including evaporative coolers) requires a permit."[23]
- Prescott: the city's chart marks furnace/HVAC replacement as requiring a residential building permit.[24]
- Lake Havasu City: no permit for "Replacement of existing HVAC unit that does not increase unit size, capacity, location, or ampacity."[25]
For Chandler, Gilbert, Tempe, Peoria, Surprise, Avondale, Buckeye, Queen Creek, Maricopa, Flagstaff and Yuma, check with the city. The AC replacement permit page links each city's page, and the Chandler, Gilbert, Flagstaff and Yuma city pages are a starting point.
The city has the final word.
Decide
Which permit rule applies to a replacement
What does the city's page say about your replacement?
If Like for like, same size and location
then: Phoenix and Lake Havasu City: no permit
If Licensed contractor installs it
then: Glendale and Goodyear: no permit
If Any central system replacement
then: Tucson, Scottsdale and Prescott: permit required
Which license class covers HVAC work
Confirm the license class you need with the Arizona Registrar of Contractors (ROC) before hiring. Match the class on a contractor's license to the job you are hiring for.
- R-39, Air Conditioning and Refrigeration, Including Solar: "This classification allows the licensee to install and repair comfort air conditioning systems, including refrigeration, evaporative cooling, ventilating, and heating with or without solar equipment." A new circuit may be added to the existing service panel or sub-panel, but installing a new service panel or sub-panel is excluded.[15]
- CR-79, Air Conditioning and Refrigeration Including Solar (dual): it "allows the scopes of work permitted by the commercial C-79 Air Conditioning and Refrigeration Including Solar and the residential R-39 Air Conditioning and Refrigeration Including Solar licenses."[16]
- CR-39, Air Conditioning and Refrigeration (dual): it "allows the scopes of work permitted by the commercial C-39 Air Conditioning and Refrigeration and the residential R-39R Air Conditioning and Refrigeration licenses."[16]
The full list is on the license classes page.
How to check an HVAC contractor before you hire
The ROC runs its own contractor search at the Arizona ROC contractor search.[26] Look up the company there before you sign, and compare the class on the record with the three above.
Our guide to checking a contractor license covers the steps.
Ask any contractor to show proof of workers' compensation coverage before work begins.
Ask for proof of insurance directly.
Checklist
Before you sign
0 of 4 ticked
Tick them off as you go. Nothing is saved or sent.
Ask who pulls the permit where one applies, and get it in writing. In Glendale and Goodyear the no-permit answer applies when a licensed contractor installs the unit, so the contractor's license matters twice.
For installers in the Phoenix metro, see the sister directory at 602hvac.com.
Quick answers
Do I need a permit to replace my AC in Phoenix?
Not if the replacement doesn't increase size and capacity or change location, according to the city's wording.
Which license class covers residential AC work?
R-39 covers residential air conditioning and refrigeration. The dual CR-79 and CR-39 classes also cover the residential scopes.
How do I check a contractor's license?
Look up the company in the Arizona ROC contractor search and compare the class on the record with the job.
